where can i find EU countries' regulations and tax incentives on the compulsory usage of biodiesel ?

I need to find information on the current and prospective EU countries’s legislatures requirement on the usage of biodiesel. Also need to know the statistics of total diesel consumptions of each of the EU countries for the past years and the projected demand of biodiesel in EU countires.
